The Government in Victoria have introduced a new law that prevents cash being paid for scrap cars which came into effect on May 30th 2018. Under the Second Hand Dealers and Pawnbrokers Regulations 2018 auto wreckers and scrap dealers are no longer able to pay or receive cash when trading. The law also means that they cannot possess or trade an unidentified motor vehicle, and they have to keep records of all scrap metal transactions.

The law has been brought in to tackle the vulnerability of the car recycling and scrap metal industries to infiltration by organised crime and scrap metal theft. Similar regulations introduced to New South Wales, the Scrap Metal Industry Bill 2018, brought about an impressive 31% reduction in cash and car thefts in the state.
